This workshop reviews recent changes in public funding for software project and firms. These changes include an increased requirement to open source project results. Firms are asked to lay open interfaces and APIs and work with competitors. How to handle the resulting intellectual property issues? How can a firm open source project results yet remain a positional advantage that justifies the project and the firm's investment? This workshop discusses these and related issues.
